Based on fuzzy evaluation method and analytic hierarchy process method, an evaluation index system for data link is established and each of the indexes is tested, by which recursive algorithm is used to provide the evaluation data of every level of tactical capability. Whether the data link is seen as superior to the other is evaluated according to the principle of maximum-degree of membership. It is used as a scientifically feasible way of evaluating operation capability of data link.
