In this article a network responsibility assignment model is proposed. It analyzes the kinds of network platform’s responsibility and assignment principle in JTIDS, and also establishes the network minimal responsibility assignment model base on TOPSIS method. Finally, it proves this method has some validity by using this assignment model to solve five different problems of battle platform network responsibility assignment
