A set of comprehensive and scientific design theory on flight program and operable criterion are essential during instrument approach flight. The basic standard, which normalizes the flight, includes approach flight program and information that support strongly for flight carried out by flying personnel, and ensures flight security and task finished. This paper focuses on researching several questions of program and standard in the stage of the initial approach segment, the intermediate approach segment and final approach segment.
