Considering the development of strategic requirements of PNT system, according to the characteristics of user requirements of PNT system, and put forward the quantitative analysis method of PNT system capability requirements by using QFD method. This method can establish the mathematical mapping relationship between the user requirements of PNT in different application fields and a variety of PNT basic systems. Through the progressive calculation and analysis of the capability requirements layer by layer, the importance value that can reflect the development trend of PNT system capability can be obtained. The analysis and verification are carried out with typical PNT application examples, and the results show the feasibility of this method.
