    摘要:

    定位导航和授时(PNT)服务是国家安全、经济发展、国家基础设施与民众日常生活的重要保障。随着卫星导航系统的泛在应用,其已经成为 PNT 体系的核心基石。然而,卫星导航系统本身的故障风险以及固有的脆弱性弱点,使其可用性和可靠性面临着潜在威胁,寻求一个可靠的备份系统已经受到国际社会的广泛关注。本文从我国陆基远程导航系统建设现状和存在问题出发,对我国陆基远程导航系统建设的必要性进行了分析,提出了我国陆基远程导航系统建设发展建议,希望能为我国综合 PNT 体系建设贡献一份力量。

    Abstract:

    Positioning, navigation and timing (PNT) services are important guarantees for national security, economic development, national infrastructure and people’s daily life. With the ubiquitous application of satellite navigation system, it has become the core cornerstone of PNT system. However, the failure risk and inherent vulnerability of satellite navigation system make its availability and reliability face potential threats, and the search for a reliable backup system has been widely concerned by the international community. Based on the current situation and existing problems of land-based long-range navigation system construction in China, this article analyzes the necessity of band-based long-range navigation system construction, and puts forward suggestions for the construction and development of land-based long-range navigation system, hoping to contribute to the construction of comprehensive PNT system in China.
